The Indiana Office of Energy Development (OED) was established to shepherd the state’s energy plan. OED focuses on the development and implementation of comprehensive energy planning for the state that utilizes all of Indiana’s energy resources and supports a strong, dynamic, and growing economy. Role Overview:

The Grant Manager will serve as the primary project manager for compliance of all grants administered by the Indiana Office of Energy Development. The Grant Manager will provide oversight and lead reporting on federal compliance matters. This will include researching and developing internal compliance procedures, interpreting and applying federal regulations such as 2 CFR 200 (Uniform Guidance), performing subrecipient monitoring reviews, supporting financial audits, and ensuring the adherence to grant terms and conditions. The compliance project manager will be responsible for streamlining compliance processes and developing internal controls that ensure accountability and program success across the grants. The incumbent will be expected to understand the grant programs to support staff but will serve as the agency subject matter expert on the special terms and conditions of awards. Incumbent also serves as a technical compliance resource within the office.


Salary Statement

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Lead the agency’s grant compliance in accordance with federal and state regulations and procedures, ensuring integrity of the programs in an administratively efficient manner.
  • Support the agency’s efforts on the execution and management of OED’s sub-grant programs on federal awards.
  • Support the Grants Team in the development of grant subaward applications, solicitations, and instruction documents for one or more grant opportunities. Serve as a compliance lead on grant programs for agency’s subrecipients and assist subrecipients on technical questions related to the grant or program being managed.
  • Support the Grants Team in the management of the agency’s grant review and project scoring for grant programs. This includes determining initial eligibility of received applications under select grant programs and leading scoring committees comprised of internal agency staff and potentially outside subject matter experts to select eligible programs for award.
  • As directed, serve as primary liaison on behalf of the agency to awarded grant subrecipients on grant program-related issues. This includes review and engagement with subrecipients regarding pre-award negotiations, conduct routine and ongoing check-ins on the multiple subrecipients and their funded projects to ensure compliance, and ensure appropriate close-out of grant awards according to relevant rules and regulations.
  • Maintain OED compliance with all grant awarding requirements at the federal and state level, including monitoring, reporting, and training of those awarded by the agency.
  • Manage and monitor subrecipients’ project budgets, including reviewing total allowable costs under the grants, reviewing reimbursement requests for compliance with federal and/or state requirements, and ensuring grant dollars are administered appropriately.
  • Serve as the agency’s technical compliance expert in the agency’s federal programs with any third-party consultants or contractors.
  • Provide periodic data and information for reporting to the Department of Energy.
  • Perform field monitoring activities, which include travelling throughout the state to monitor projects (when applicable), prepare written monitoring reports, closeout reports, and communication with grantees.
  • Assist the Grants Director and agency leadership in follow-up, reporting, and other program administration concerns for energy programs, as needed.
  • Collaborate with OED staff on communications strategies and social media outreach related to grant opportunities.
  • Perform related duties as assigned.

What You'll Need for Success:

  • Bachelor’s degree required.
  • Experience in grant management, particularly federal or state grant management.
  • Ability to maintain confidentiality.
  • Extensive written and verbal communication skills and the ability to communicate effectively with diverse populations of federal, state, and local employees, elected officials and more.
  • Ability to simultaneously manage multiple projects and adapt to different projects and/or tasks.
  • Must be willing to travel regularly around the state. Overnight travel may be required in rare situations.
